When a Hero activation grants a VP, you may instead place a card from hand as an additional Hero. If you decline or have no card, the VP has no effect. Extra Heroes do not grant extra actions.

After eliminations, the controller of the lowest surviving VC wins. If opposing players share the lowest qualifying VC, the game is tied.

No. Discards never reshuffle. Draw is unavailable when the relevant deck is empty; use other legal actions.
